Argentina has 39.5 million mobile internet connections, but ticketing doesn't appear in its e-commerce report

INDEC measures connections and CACE measures e-commerce without breaking out ticketing. On ticketing itself, the Official Gazette records a labelling requirement for resale.

What happened

INDEC published its «Accesos a internet. Segundo trimestre de 2026» report in Buenos Aires on 2 September. The total came to 51,366,454 connections on average, up 3.3% on a year earlier. Mobile connections, 39,526,551, rose 1.8%. Fixed connections, 11,839,903, rose 9.0%.

The Argentine Chamber of Electronic Commerce's (CACE) «Informe Mid Term 2026», from August, measures the other half. Argentine e-commerce turned over 19,533,815 million pesos in the first half, up 28% year on year, with 181.5 million orders (+21%) and an average basket of 107,597 pesos, up 5% on the equivalent 2025 report. The leading categories are food and drink, tools and construction, and appliances and air conditioning. Ticketing and live entertainment aren't among them. The report states its methodology: online surveys of member companies between 6 and 24 July 2026, 160 complete responses and 36 partial ones, projected onto what was reported.

On ticketing itself, there is one concrete Argentine rule, and it's about labelling. Resolution 446/2025 from the Secretariat of Industry and Commerce, signed by Pablo Agustín Lavigne and published in the Official Gazette on 3 November 2025, requires in its Article 4 that sites dedicated to resale — not official sales sites — disclose this "clearly and prominently" on their homepage with the notice «ESTE ES UN SITIO DE REVENTA DE ENTRADAS». Article 8 refers penalties to Decree 274/2019 and Law 24.240; Article 9 repeals Resolution 12/2024; Article 10 sets the rule to take effect thirty days after publication. Resolution 446/2025 was later amended: Resolution 271/2026, published on 6 August 2026, replaces the annex to Article 5 and adds a new Article 8 bis, both concerning gaming and betting. Article 4 was left untouched. Brazil took a different route and regulated the entire purchase process.

Why it matters

Anyone looking for the size of Argentina's mobile ticketing market runs into paywalled reports whose figures nobody can verify. Public sources do exist, but they measure something else: INDEC counts connections, not people or buyers, and CACE measures e-commerce without breaking out ticketing.

Turnover grew 28% in nominal terms, and cumulative inflation between June 2025 and June 2026 was 33.5%, according to that same report. Our reading of those two figures, not the chamber's conclusion: Argentine e-commerce grew below prices.

INDEC leaves another awkward contrast. Fixed access is growing at 9.0% and mobile at 1.8%: the supposedly mature technology is growing five times faster.

What to do with this

Ask for the methodology before the number. CACE publishes its fieldwork dates, sample and projection base. A report that doesn't show these isn't comparable to anything.

Don't turn connections into buyers. A single buyer can account for several connections. Any plan built on 39.5 million users is built on a figure nobody has measured.

If you sell in Argentina, look at Article 4. It only applies to sites dedicated to resale. On an official channel, the job is making sure it's clear you are one, and that's where it helps to have resale under control.

If you operate resale, the notice is literal. It appears in quotes and in capitals in the regulation. A paraphrase doesn't comply.
